Hepu Mooncake Town is strategically located within the expanded industrial park of Hepu, Guangxi, on the shores of Lianzhou Bay, between Hepu County and Beihai City, adjacent to Hepu High-Speed Railway Station. The total land area spans 5 square kilometers, with a core area of 3 square kilometers and a starting area of 1.52 square kilometers. The town aims to create an integrated industrial and trade特色的small town centered around the leisure food industry chain, with mooncake cultural innovation as its characteristic and business leisure tourism as a supplement. It will integrate “industrial production, scientific research and development, creative design, product sales, learning experience, cultural leisure, tourism, and quality living”. The total investment is 8.5 billion, with a plan to complete construction by 2022.
Hepu Mooncake Town is planned according to the layout of ‘one axis, two centers, and five areas’. ‘One axis’ refers to the development axis that runs through the park along Hepu Avenue. ‘Two centers’ are the public service centers to the east and west of the development axis. The eastern public service center plans to build a comprehensive service center, a comprehensive performance square, a mooncake museum (convention and exhibition center), a commercial pedestrian street, a leisure bar street, a manual workshop experience street, and a Moon Shadow Lake landscape park. The western expanded public service center plans to build a mixed residential and commercial block, a small town living room (scientific research and training center), e-commerce, and a logistics information center. ‘Five areas’ include the public service core area, supporting service community, and three production areas.
Through the characteristic of mooncakes and the carrier of the small town, the integration of production, living, and leisure is achieved. Hepu Mooncake Town aims to become a heritage place for Chinese rural moon culture, the first baking experience park in South China, and an internationally renowned leisure food industry city. The planning and construction were initiated in September 2016, and it has now taken shape. Projects such as Moon Shadow Lake Park, scientific research buildings, mooncake culture museums, commercial pedestrian streets, and sewage pumping stations are progressing orderly, with a core area investment of 858 million yuan. A total of 17 enterprises have settled in the mooncake town, with 14 fully under construction, 5 in production, 3 in trial production, 2 completed, and 4 under construction; 3 are under preparation. As of July 2019, three projects have been signed in the mooncake town, including Guangxi Tianchang Food Co., Ltd.’s instant seafood and baked food production project, Hepu Yunjin Grain and Oil Food Industry Co., Ltd.’s baked food (mooncakes, pastries) project, and Hong Kong Hengkang Group Co., Ltd.’s vacuum freeze-drying food production project, with a total signed investment of 165 million yuan. In addition, there are 4 projects ready to be signed in the park, with a total contract investment of 379 million yuan, 16 projects under discussion, with a total contract investment of 3.838 billion yuan, and projects such as Guangzhou Inspection, Testing, and Certification Group, and Jiangnan University’s scientific research base have been confirmed to settle in.
In April 2018, Hepu Mooncake Town was successfully included in the first batch of characteristic town cultivation lists in Guangxi and was recommended to the National Development and Reform Commission as a typical case of characteristic towns in Guangxi.
